Proposing the motion, David Nuttall MP said: ‘The motion reflects the wishes of the hundreds of thousands of people who have signed petitions calling for a referendum … Opinion polls clearly show that millions of others agree with them: in fact, the vast majority of the British people want a vote in a referendum.’11

Responding for the government, William Hague said: ‘I do not believe that most people in Britain want to say yes to everything in the EU or no to everything in the EU.’ But his most prescient remarks came when he pointed to the problems of asking such a broad question – rather than voting for or against particular EU powers. He asked:

If we voted to leave the European Union, would that mean that, like Norway, we were in the European Free Trade Association and in the European Economic Area but still paying towards the EU budget, or, like Switzerland, not in the European Economic Area? If we voted to renegotiate ‘based on trade and cooperation’, as the motion says, does that mean that we would be in the single market, or not; still subject to its rules, or not?12
